Dresses each agent in exactly the instructions it should wear, and nothing it should not.

A costume is the exact set of instructions an agent wears, built from a wardrobe of layers:
the vendor's text, a person's rules, an organisation's conventions, a project's, a role's.
Fixed rules decide which entry wins: overrides are explicit, an exclude always wins, final
entries cannot be removed, and sensitive content never reaches an endpoint not cleared for it.
